I'm not sure the officer(ette) will care about the printed "law" in your possesion.  Usually they will ticket or arrest you anyway.  When you fight the ticket or see the judge and for your lawyer it might help tho.  The best thing to do is not to have any interaction with officers(ettes) in regards to HAM radio communications in moving vehicles.  Also there are other "laws" they can get you on like "not paying full time and attention" and similar... and if you are in an accident while talking with mike in hand... good luck!
