[Alexandria Radio Club Reflector] 82-4-24 Operator to give full time and attention to driving

The text refers to "this county."  Most likely written by the county attorney as directed by the Board of Supervisors.  I saw this firsthand when I worked for a county government.  Lobbyists consider municipalities too small to deal with.
