It is actually LOBBYISTS who write ambiguous language on purpose. #JustSaying
Some of them are formerly trained as lawyers, some of them are not.
In modern times, legislators introduce draft bills presented to them by lobbyists.

As Amateur Radio licensees, it is our job to keep injecting SPECIFICS into the process.
I donate to ARRL Spectrum Defense Fund and hope for the best.

It was written by lawyers, designed to be ambiguous so they can interpret it whatever way they want when it suits them.
