[Alexandria Radio Club Reflector] elliptical polarization

I was reviewing the new Technician question pool at
http://www.ncvec.org/page.php?id=369 that will become effective for exams
after 6/30/2018 and noticed question T3A09.  I've never heard of elliptical
polarization but it turns out that circular, horizontal, and vertical
polarizations are just special cases of elliptical polarization!  Who
