Virginia Senate Bill No. 74 has been prefiled for 2018 and referred to the
Committee on Transportation.  It deals with hand-held personal communication
devices in motor vehicles.  Amateur radio is included in the text.  Rather
than giving you my opinion, I will urge you to read the actual proposed text
of the bill, draw your own conclusions, and take whatever action you think
appropriate.
