About time!
New hams (and some old ones): it should always be "new_callsign, this is
my_callsign". There's a good reason for this order: everyone recognizes
their call instantly, it's the calling station they don't instantly
recognize - just human nature. So by saying the callsign of the station
you're calling FIRST, you get their attention and they'll be waiting for
you to say your callsign. Cuts way down on the repeats.

Interesting piece on public safety communications at Fairfax County Fire and
Rescue I found on Radio Reference.com.
The big take away from this is Fairfax Fire and Rescue is requiring clear,
concise communications within the fire department. Keep it short and get
off the air. Drop some ambiguous words and phrases.
Also, notice how they are getting rid of the "Engine X to Fairfax." They
are adopting the same protocol we use, aviation uses and the military uses,
i.e. "Fairfax from Engine X."
