[Alexandria Radio Club Reflector] Installing a Pipe Mast at QTH in Fairfax County

Hi, all hams! I am researching the building permit regulations for a
single family home in the Alexandria, VA area, part of Fairfax County,
not contained within city of Alexandria. I want to erect (1) a
vertical HF multi-band antenna (approx Cushcraft R5 dimensions) and
(2) a VHF/UHF array on a 30 feet telescoping Al-Ti pipe mast.
Optionally, (2) will also act as a mid-point of a inverted V, HF
Dipole as it is going to be in the middle or so or the property..
BTW, HRO / Woodbridge has a limited stock of these amazingly light 30
feet telescoping Al-Ti pipe masts which fold down to about 4.5 feet in
final length...
My first concept is to build a L-shaped bracket that will be attached
to the iron round pillars of my outdoor car port, at a height of about
3-5 feet a.g.l and then provide a fixed mounting post for the two
vertical pipe masts 1 & 2 above.
What kind of guy systems should be used for the top portion? Insulators?
Do residents of Fairfax county require permits to erect masts or is
there any generally accepted practice? I looked at the Fairfax county
guidelines but could not locate a section specifically for radio
amateurs.
Also, I'm not familiar with the area that much - does anyone have a
recommendation for a local metal working shop where I could get some
local angle brackets/l-shaped brackets made or could buy from who
would fabricate and paint it before delivery?
