Fellow members:
Tonight I sent an email to several people at the FCC concerning the
forthcoming R&O on the issue of dissolution of the code requirement for
testing purposes.
My concerns were mostly predicated upon the fact that both the CEPT and
IARP permit rules are currently setup to divide Amateurs into those with an
endorsement for code "CLASS 1", and those without "CLASS 2". However, if an
FCC decision on this becomes occurrent preceding the assertion of changes to
current CEPT and IAPR permit agreements, the end result will be that the
licensees that currently hold code endorsements will be relegated from CEPT
class 1 to 2, as the code requirement will no longer be effective or seen as
existent for the person.
Thus if your traveling overseas, you could end up with far less numbers
of frequencies you can access, despite actually having passed a code
endorsement.
Additionally, I am preparing a petition for rulemaking that will likely
be ready for filing sometime in a week or so. Most of it concerns packet and
as well some D-STAR issues.
