I happened across this article on ARRL website posted July 15, 2013:
HAARP has been shuttered and is to be abandoned due to no funding.
If no other program can take it over it will ultimately bull dozed.
Each of the 180 turnstyle antenna has two 3CX10,000 
transmitters.  What a loss to high atmospheric physics and especially 
for Alaska propagation predicts from the ionosonde and riometers.
