[ADXA] LOTW back up and running

[WB5JJJ]

I checked and the 700+ I uploaded a few days ago are there.  I've uploaded
a couple hundred more now and it's "working" on them as well.  Seems to be
faster response time, but I'm sure the user numbers are minimal till
tonight.
