[ADXA] Clarify OH2BH article in QST this month about ST0

Hi San,

When South Sudan was added back as the Rep of South Sudan in 2011, ST0R 
operated there with a small group from DL.  I have LOTW CW/SSB 
confirmations from _08-03-2011 and 08-10-2011_, as my DXCC counters for 
there (Z8) .... after it was added back.  So there was activity almost 
immediately after being put back on the list.
