[ADXA] VUCC and LOTW issue discovered

Rick Hall, K5GZR came up with a perfect answer in the FFMA forum.  The part
of the puzzle I (we?) are missing is a "one time request to ARRL staff to
link our VUCC and LOTW accounts".  I thought I had done this years ago but
maybe not.  I am in hot pursuit!!
