I heard a similar situation yesterday.  The DX was on 7125 working
Canadians etc.  This would be Out of Band for U.S. Hams but I heard several
work them or call them.  The DX finally moved up into the U.S. phone band
and I worked them.  It surprised me at how many Hams didn't realize that
they were out of band.
