That is standard operating procedure for the DXPeditions these days
Rick. The ARRL does not control or mandate when the station uploads
their log or what portion of the log is uploaded. It is allowed because
the DXPedition isn't saying they are not going to QSL or upload to LoTW
in the future, just if you want "expedited service" there is a fee!
Kind of like in the "old days" (not so old days?) when we would send a
QSL card direct with a few green stamps in it rather than to wait
several months for the card to come via the buro. I guess you could say
it is the same approach modernized in the electronic era. :-)
