Rick,

This is not an uncommon practice as many DX-petitions have done this in the past. It’s entirely up to the DX-petition organizers as to how they want to QSL and LoTW is not required unless they are in the running for certain forms of award funding. As to how they dole out the uploads that’s entirely up to the organizers and the League really has no place in that process nor would we want one.
