SPECIAL NOTE FROM EDITOR (by Tedd KB8NW): Well the "2003 Blackout" affected
many including me. As I mentioned in the last bulletin, I finished OPDX.623
within minutes before leaving for my vacation. With the power going out
after 3:30 PM Thursday, August 14th, I was unable to finish the bulletin
until the power was turned back on Friday morning about 5:30 AM, August
15th. Everything seemed to be fine and working when I left for MTSU in
Tennesee and Biloxi, Mississippi, except the UPS backup for my LINUX mail
system (BARF80). However, with the rolling blackouts in the Cleveland area,
BARF80 took a system hard-drive crash and currently is being worked on by
Dave Foran, WB8APD, Administrator for HAMNET.ORG and NSHORE.ORG. All my
main mail (between August 16-23rd) is now being stored on NSHORE.ORG until
BARF80 is re-activated again. So, that is the reason for the short bulletin
this week (NO MAIL - NO INFO). Hopefully, no mail was lost, and if you
E-mailed me something, it is still in storage. My mail (as of August 24th)
is now being forwarded to a family ISP E-mail account until BARF80 is back
online.....

3B8, MAURITIUS. Ian, 3B8IK, has been active on PSK31 on or around 21070
kHz. Look for him after 0845z and after 1330z.
3B9, RODRIGUES ISLAND. Robert, 3B9FR, (now a NODXA member) was quite
active last week (with a great signal) on 20 and 17 meters CW. Watch
around 14022 kHz (+/- a few kHz) after 1230z or 0230z. Watch around 18070
kHz (+/- a few kHz) after 1230z and as late as 1700z.
3XY, GUINEA. Leo, 3XY1L, continues to be very active. This past weekend
he spent alot of time on 10 meters SSB on 28504 kHz usually between
1700-1900z. His activity during the week was on 15 and 20 meters SSB
(21285 and 14195 kHz) between 1700-1900z. QSL via UY5XE.
4S, SRI LANKA. Nelson, 4S7NE, has been very active on the WARC bands
with very few takers. Watch for activity on 30 meters as early as 1215z and
after 1900z (as late as 0100z). Watch 17 meters around 18072 kHz (+/-)
between 1000-1200z. Watch 12 meters around 24901 kHz after 1145z. QSL
via: Nelson Ranasinghe, No. 18, Katana Housing Scheme, Demanhandiya 11270,
Sri Lanka. Seal the envelope with tape and send only the QSL card with
a green stamp. No return envelope is needed.
5W, SAMOA. Manfred, 5W0MW, became active August 29th. Most of his activity
has been on 30/20/17/15/12/10 meters, mainly on CW with some SSB. The
length of his stay is unknown. QSL via DJ7RJ.
9G, GHANA. Henk, 9G1AA, was heard this past weekend mainly on 15 meters
CW/SSB on various frequencies (21007, 21209, 21268 and 21280) and times.

9M2, WEST MALAYSIA. Ian, 9M2/G3TMA, was active this past weekend looking
for stateside stations on 17 meters CW. Activity was on 18070 khz between
1500-1830z. QSL via the address on BUCK.com. Also active was Masaru,
9M2/JI1ETU, on 15 meters CW/SSB at various times and frequencies. QSL
via the address on BUCK.com.
BQ9P, PRATAS ISLAND. Word out of Japan is that the BQ9P operation will
have/use SSTV on this trip. According to their Web page, concentration
will be on SSTV and the WARC bands. The DXpedition team still needs
landing permission, but they say this should not be a problem. This
operation is scheduled to take place October 9-16th. Activity will also
be on CW/SSB/RTTY and on 160-6 meters. Operators listed so far are:
BV3BW, BV3FG, BV4FH, DL3DXX, DK7YY, JI6KVR, OE1WHC, UA3VCS and ZL4PO.

F5, FRANCE. Yves, F5PRU, will be in the French Alps for some mountaineering
training for the Army September 1-20th. He will start in the town of
Briancon (1326m ASL, the highest town in the CEE). In his spare time Yves
will be active as F5PRU/p on 40 and 15 meters, mainly CW, using a 3 watt
transceiver and a vertical antenna. This operation counts for French
reference numbers: Hautes Alpes (DDFM 05) and French Province - Cote d'Aur
(DPF 20). QSL via F5PRU, direct or by the bureau.
DXCC NEWS..............
Bill Moore, NC1L, ARRL DXCC Manager, announced that the E4/DF3EC
operation (August 7-10th) has now been approved for DXCC.
It was announced (while your Editor was on vaction) by the ARRL
Awards Committee that Timor Leste (4W), which was formally known
as East Timor (4W), will NOT be added to the DXCC List as a new
entity. There will NOT be a removal from the DXCC List, but East
Timor's name will be changed to Timor Leste. More details are

IOTA NEWS......................
AS-079. Look for Mat, JS6PXB, to sign homecall/6 from Tarama Island
(JIIA 079-008), September 2-3rd. Activity will be on 40, 15
and 10 meters CW/SSB. QSL via his home callsign, either direct
or via the bureau.
INTERESTING READing AND WEB PAGE. Wino, PA0ABM, provides OPDX readers with
the following: "The Gatti-Hallicrafters Expedition of 1947-1948, the first
Grand HAM DXpedition ever, found its way to the World-Wide Web in June
2003. Besides the ARRL article (see QST December 1993), you can read the
story Gatti told in the International Harvester, and the (short) story of
Bob Leo, W6PBV (now W7LR). I can tell now that there is a BIG update
available. In this update both hams, Bob Leo, W6PBV (now W7LR), and Bill
Snyder, (W0LHS), tell the story in their own words. Bob and Bill provided
me with a lot of documents and pictures, which are illustrated on the
many web-pages. Make sure you read both stories, they are very different.

celebrate 12 years of independence in the Ukraine. Activity over the
past weekend has been on 20/17/15/12/10 meters. Watch the following
frequencies: 14204, 18070-85, 18130, 18145, 21031, 24897, 24945 and
28024 kHz. QSL via K2PF.
ST2, SUDAN. Magdi, ST2BSS, was heard (almost daily) active on 15 meters
(21260-21280 kHz) this past week at various times between 1300-1900z.

SU, EGYPT. Alan, SU9BN, was active this past weekend on 15/20 meters.
Watch between 21250-21280 kHz between 1000-1500z. Also, watch during the
week for him on 40 meters around 7005 kHz after 2330z. QSL via EA7FTR.
VK9X, CHRISTMAS ISLAND. Andy, G3AB, is now active as VK9XAB until September
6th. His activity has been mainly on 40/30/20/17/15/12/10 meters CW at
various times throughout the day. QSL via G3AB.
XW, LAOS. Operator Larry, XW1A, was heard August 28th on 21290 kHz between
1600-1700z. He stated to QSL via E21EIC direct or via the bureau.
YA, AFGHANISTAN. Sada, YA1D, was heard on 15/20 meters this past week
on 21265 kHz at 1545z and on 14270 kHz between 1430-1745z. He said QSL
via JG1OWV.
YI, IRAQ. Plenty of activity took place this past week. Patrick, F5ORF,
was active as YI/F5ORF, on 20/15 meters. Watch between 1700-1800z on
14195, 21195 or just below 21200 kHz. QSL via KU9C. Also active was
Abel, YI/KC0LEK, on 20/15 meters SSB and PSK31. Watch between 1130-1630z
on 14070-71, 21070, 21255 and 21302 kHz. QSL via address on QRZ.com.
Willie, YI/KV4EB, was mainly active on 17 meters SSB. Watch around
18160 kHz between 1645-2000z. He also sometimes visits 21280 kHz. "The
Daily DX" also reports that Willie is now on RTTY, so be watching 14088
kHz possibly around 0300z. QSL via K0JN. Robert, S53R, was also active
as YI9R on 20/15/10 meters CW usually between 1130-2000z. QSL via K2PF.
Also active this past week on 20 meters was YI/OM2DX and YI/SM7WZA.
ZS0, ST. PETER AND ST. PAUL ROCKS. "The Daily DX" reports that Joca,
PS7JN, will once again be active from here between September 1-14th.
His expected callsign will be ZS0S. QSL via PS7JN.
