[80m] Elevated radials for 80M

Not quite accurate. W8JI/ON4UN/N7CL made measurements that
indicate you'll need more like +/- 20 elevated radials ...

I have an 80m4x array here that's elevated, that will be rebuilt as a
ground mounted array next time. Another local had already done
the same with his array, and it works much better.

(sorry, no free lunch ...)  I'd look at doing the "mow the yard for the last
time", "roll them out", "use them for the winter", and then "roll them back
up".
