Take a look at what your local coordinating body publishes for
their band plans.  Here in the TMARC area, frequencies that would
seemingly be available by the ARRL band plans have been farmed for
packet, etc.

No matter what you end up using, treat it as a SNP (ie shared
non-protected pair).  For example use CTCSS and be sure to chose
a tone that's not "default" or in heavy use in the local area.

(ie using 131.8 Hz in SE PA or 123.0 Hz in SW PA or central MD you
might as well be using open carrier)
