Let me share a few thoughts based on 8 unique portable 630M operations.  
I have 2  additional ones from AZ for a total of 10.

Here is what I  believe is the current ranking of those  trying to work 
WAS on 630M:  If I have mistakes and I well may have please share with 
the group. If you have a total over 24 and are not on the list let us 
know and we will add you to the list.

K9KFR 49 ? I thought RI was  his #50 but apparently not?  If it was he 
would be #2

Based on what W7XU and WB0TEM needs I would say NJ and MT are the most 
needed states.  As far as I know these two states have only been on CW 
and currently are not active  I am willing to operate portable from any 
state west of the Mississippi River excluding HI and AK.  I don't want 
to do portable where there is an active station. I do not want to and do 
not plan any portable operation in states east of the Mississippi 
River.  I don't want the hassle with traffic.  MS and AR were bad 
enough. To really put out a decent signal portable you need some room 
for antenna set up and a place to operate from.  The best is to get 
someone on the air and have them keep active.  Next is being a guest 
operator which means you may be able to do it in the dead of winter.  
Doing 630M portable from an RV, etc. in the dead of winter is more than 
I want to deal with.  I think toward the end of October or early 
November is the best time frame for a portable operation from an RV, 
etc.  It puts it 4 or 5 months from the longest day of the year and 
fairly low QRN. Put another way 2 or 1 month away from the shortest day 
of the year.

Unfortunately there are some states that were active like OR, OK and ID 
but now are not west of the Mississippi River.  Anyway I plan on being 
on from ND, MT and WY starting the week of October 20th this year.  
Hopefully Eric NO3M and others can get NJ and other states out that way 
on the air hopefully with a local or if not portable.

FWIW I have approval for 630M operations from at least one location in 
each of the following states:

AZ, KS, OK, IA, SD, WY, ID, ND, MT,MS, LA and AR.
