Are you talking about NVI (near vertical incidence) radiation where a horizontally polarized antenna is purposefully installed close to ground?  I believe there are a few QST articles on this topic in the past few years.  I do not belong to the ARRL - Maybe you can look these titles / dates up for the benefit of those who read the 600mrg postings.  73 Frank K3DZ (ex WH2XHA)

Bart, a dipole on the ground goes straight up.  It is great for local work.  I used to live in a valley north of San Francisco that was isolated on 2 meters from us to our county courthouse, so we put up a 40 meter dipole at about clothesline height which bounced the signal in the daytime right over the mountain to the courthouse.  We learned that from experience in Irag and Iran where dipoles in and on the sand were found to radiate straight up.

Seems that laying a yagi on the desert sands of Arabia does not in any way interfere with its performance, because real ground is so far below and the sand is a near perfect insulator.  Same goes for thick ice.  So maybe those two wires themselves could make a good 160m antenna.  And if so, what would it take to load it for 630m?
