The XSH group had almost zero to do with band planning and past 
operation on
those bands,  if you look at the activity logs from WSPR etc you will 
find only a
couple XSH stations ever active.  The work was done by part 5 licenses 
and ARRL
has been so far behind what is going on they actually have no clue. And 
that
included the whole program.   Much of what has been written has not been the
truth and ARRL involvement was minimal at best.

The world moved on and did a fine job without any ARRL input,  all those 
plans etc
are established and any confusion there is will come from those who have 
been
deaf for the past few years.
Do some research before starting something you know zero about.
