I’m also taking a long-term view here.  We waited half a century to see movement on 40 meters and now we have double the amount of useful spectrum on that band.  I would hope that translators will ultimately be migrated elsewhere as folks realize that 70 MHz is not an optimal place for DTV or that other alternatives may make better business sense. 



As for the RC issue raised by Arne…well, if you have band global band openings coincident with RC and other Amateur Radio operations, then you will have the same issues that you have today on 50 MHz.  There is an established 70 MHz/r4 Meter band in much of Europe and in South Africa.  I expect this to expand over time.  

Currently we protect RC operations on 6 meters and we would be wise to consider doing the same on 4 meters.  What are the key RC frequencies on 70 MHz and how broad is their modulation?
