I don't know exactly where you're located but I suspect the LU QSOs were
via TE with an Es link at both ends. TE typically extends 1500mi or so
above and below the magnetic equator with a max deviation of ± 15º from
the N/S path; you would need a short hop to get to the first control
point, while LU7YZ (from his suffix I'd guess him to be in the Rio Negro
area) would likewise need a Es link.

The time of year seems to fit and altho TE usually shows a bit before
noon, I've heard it late in the day as well. If the signals were fairly
strong & constant I'd also consider the F2 portion to be a chordal hop,
without the usual intervening earth bounce.

I agree that a flux of 100 doesn't seem high enough but strange things
happen when you get near the equator; those guys get propagation when all
we up in NJ hear are our neighbors color burst xtals!
