[50mhz] Propagation question

Here is a propagation question I have for the list. 
Yesterday (wednesday) I worked 2 Argentina Stations
(LW3EX and LU7YZ) and 2 Costa Rica station on 6
meters, around 3:30pm local time.  The Costa Rica
stations were certainly on Eskip, as it was during a
good Es opening, and I have worked TI several times
before on that mode.

The Argentina stations have me a little more confused
as to the propagation mode.  The solar flux was at 100
at that time, which I think is a little low for F2 on
6 meters.  My first guess would be a Es to TE link, as
the time of year is about optimal for TE, and we had
Es into EL15 (Extreme southern Texas), but the time of
day is a little early for TE.  

Or maybe it was a Es to F2 link, since the southern
area I Es into would be more likely to get into any F2
that was there.

Anyone care to guess which mode it was?  Can a solar
flux of 100 support F2 propagation on 6?
