I fail to see why a scanner would not be best....take from someone
who has been there...you CAN barely listen to 2 rcvrs at the same time;
much less MORE!!! Also old scanners (xtal or the early synthesized)
for lowband are DIRT cheap now.....buy a lot of them if you REALLY want
more than one rcvr...

BUT again, been there, dont want to do that again!

Imagine 16 audio channels going at the same time!!!! My former job
at a public util where they HAD to have all the base stations into
the dispatch area cpabale of being used AT the same time....BIG
GREEN sloping cabinets with 2x2 faces...each face panel holding 6
RS spkrs covers and mic in/HDph out jacks on each....every one fed by
a separate T1600 console in the back...each SPKR had LEDs for rx active
(using Tellabs 9000 series VOX cards!) and PTT as well as spkr bypass
switch...we could have 16 different dispatchers (all using headphones!)
working at the same time...but it was a PITA to work on...all custom
done...using 66 Blocks and 25 pair cabling....SHUUUUDDDDDEERR...
Oh yeah the normal mode had ONE dispatcher being able to select which
TX his main mic PTT keyed and he could disable ANY of the speakers
from the center position...(this didnt kill the headphone jacks or
VOL controls there..just the spkrs! WHEW!!! what a nightmare it was
