[30m] Net Details

[Jason Hsu, AA0II]

This will be a digital net.  It will start out as a once-per-week PSK-31
net.  I plan to add additional days during the week in other digital
modes, like MFSK-16.

I realize that I'll need to rely on relays.  Frequent rotation and good
geographical diversity of net controls will be needed so that no net
participants stay stuck in the skip zone week after week.
