Polarization matters, no matter how far, just ask the EME crowd. About the
only modes of propagation that seems to change the polarity is sporadic E
and possibly meteor scatter. Line of sight and tropo will suffer normal loss
when the polarity is not the same.

A 20 dB gain yagi that is vertically polarized will be no more effective
than a horizontal dipole when seeing a horizontally polarized signal. You
can make QSO's with the wrong polarity, but you will miss most of the
activity.

Locally polarization does matter. Yes vertical antennas will work, but will
be a disadvantage when working guys on horizontal antennas.
  
When working out side you local area polarization does not matter.

There are a lot of hams using Verticals for SSB and CW.  I was taught and
read that horizontal is the way to go for SSB and CW.  I have used a 2 meter
dipole in the past and worked just fine for SSB and CW. I have also used a
two element wire beam that worked fantastic.
