Locally polarization does matter. Yes vertical antennas will work, but will be a disadvantage when working guys on horizontal antennas.
When working out side you local area polarization does not matter.

There are a lot of hams using Verticals for SSB and CW. I was taught and read that horizontal is the way to go for SSB and CW. I have used a 2 meter dipole in the past and worked just fine for SSB and CW. I have also used a two element wire beam that worked fantastic.
