Only if you are transmitting an A0 carrier (i.e. NO modulation 
whatsoever).  In practical terms, no.  I am making an assumption that you 
are planning on using nbfm as the mode, in which case you cannot operate 
below 144.100 legally.  Furthermore, 144.000 through 144.300 are 
designated narrow-band areas (by bandplan agreement).  Stick above 144.5 
and you should be OK.
