Only if you can keep your emissions from going below 144 or above 148.
Assuming a 5 kHz wide FM signal is centered on 148 MHz. You would actually
be transmitting on 147.9975 through 148.0025 MHZ. Therefore you would be in
violation of FCC rules as I see it since a portion of your signal is "out of
band".
