It could be anything at this point but it does not sound 
like conventional OTHR to me either.

At first I thought it was data but I can still imagine a way 
to use it for locating distance objects or detecting 
movement of large objects...assuming it has certain 
characteristics.

The problem is all recordings are at 6kHz or less bandwidth 
and the actual signal bandwidth is 200-300kHz, so what we 
hear in a 6kHz bandwidth slice might not represent what it 
does in a 100-300kHz bandwidth. It could be a waveshape that 
is blankable but blends into mush when restricted by 6kHz 
and narrower filters.

A time-domain level display with 100kHz BW or more would be 
best.
