I forget which year CB went form 23 to 40 channels, sometime in the
mid-70's.  During the transition, rigs had a blank channel between 22 and
23, this was a spot to put in a pair of crystals for one of the channels
between 24 and 40.  Eventually the rigs went to PLL control and all 40
channels.  "CB" is not a shared "band", like several of the Ham bands, but
40 assigned frequencies only +/- for SSB.  Many other services, telemetry,
broadcast links, remote control, government, Military, and so forth share
that section of spectrum, not related to each other.
