They certain "appear" to be. This used to be a Amatuer band too. Only one
frequency is common to CB, 27.255 MHz, channel 23. It is designated "Class
C" and may be used for telemetry and remote control only, no voice, no
callsigns, no license required any more... I have a yahoo group set up
around my years of tracking, locating and identifying such devices:

Please note the the device in the photo on the home page IS a CB and falls
under CB regulations as an alerting device with voice announcement,
different than Class C operations. Now that I think about it, I should
remove it, it doesn't really go along with the primary theme of the group.

Code of Federal Regulations, Title 47, Volume 5, Sec. 95.210:
26.995-27.195 MHz, up to 4 Watts,
27.255 MHz, up to 25 Watts.
