[1000mp] Receive Issues

A sticking relay is not uncommon. We had this happen 2 or 3 times on our
club 1000mp MkV before it went submarining!

Seems to be that a small static discharge at key down can weld the contacts
and make them stick in the tx (de-energised) position. Replacing the relay
always fixed it for us. I guess it could be a slightly slow relay not
dropping out before the tx power arrives, or too short a delay in the tx
power ramp up. Maybe more prone to failure if you are a CW or digi mode op.

My FT-1000MP MkV has very weak receive through regular ports but is fine via
the Rx Antenna port.  

Problem was traced back to relay RL6451 not picking upon power up.  

Transistors Q6450, Q6451 and Q6453 seem ok bu no voltage appears across the
T/R relay RL6451.

Drive voltage to the base of Q6451 is ok.

I would rather not shot-gun the problem by just swapping parts out and in.

Any help appreciated.
