[1000mp] Receive Issues

My FT-1000MP MkV has very weak receive through regular ports but is fine via the Rx Antenna port.  

Problem was traced back to relay RL6451 not picking upon power up.  

Transistors Q6450, Q6451 and Q6453 seem ok bu no voltage appears across the T/R relay RL6451.

Drive voltage to the base of Q6451 is ok.

I would rather not shot-gun the problem by just swapping parts out and in.

Any help appreciated.
