[1000mp] Mark V S meter

If I remember correctly, the s-meter calibration pot is located under
the removable cover on the top of the rig. It's possible that someone
inadvertently adjusted the s-meter when they were trying to adjust the
vox, or something else. It also could be that you've got another
problem, like a bad T/R relay, which is fairly common, or some front-end
problem.
