If you can disconnect J/P 1601 RF IN to the PA board and problem disappears then I believe your radio some how is in TX. Try turning the RF power to Zero see if this has any effect. I would originally thought a leaking PA transistor but that would/should not be affected by the RF in/out coax`s. I have seen leaking PA transistors in two way radios and this drained vehicle battery due to fact they keep 12V on these at all times which appears to be same in the MP.
