[1000mp] PTT trouble 1000MP MV

All of a sudden the 1000MP MV rig does not key. Using the ptt switch on the mic, grounding the ptt connector at the back of the rig, going to VoX, using the key, or tunning to AM and keying the cct. causes nothing to happen. The transmitter does not key.  Receive works OK. 

On the center pin of the PTT RCA jack at the rear of the rig the voltage is 13 volts. Has anyone followed the cct through for the PTT function.  I am just wondering if the microprocessor Q5008 just need a low on pin 17 to operate.
