See if moving the qsy ring on the main tuning dial stops the scan.  The 
variable speed ring.
If it does, then the problem is in the main tuning assembly.  There is a 
slotted piece that the variable qsy ring moves.  In this slot there is a 
post that that is attached to a pot that probably is part of a voltage 
comparitor.  All that is not too important as the problem with mine was all 
mechanical.  there are springs and rings and all kinds of stuff.  This is a 
cheap quick fix.  Dismantle the main tuning knob and look.
