Based on the earlier replies here I went ahead and oiled both tuning shaft mechanisms, using Hoppe's #9 Lubricating Oil (NOT one of their gun cleaner/solvent products!). It is described as a pure, light weight lubricant. I used a piece of 1 x 3 wood to prop up the front of the radio so the oil would work its way down into the shaft sleeve. I applied one drop on the main VFO shaft at the point where it goes into the sleeve and started turning the shaft. I could feel it get a bit easier to turn after about 10 seconds. After about 30 seconds I applied the second drop and turned the shaft some more. I repeated this procedure on the sub VFO shaft. In this case there was no noticeable change in the drag before and after oiling it.
My thanks to all who commented.
