[1000mp] FP-29 Yaesu Switching Power Supply

Looking for troubleshooting ideas for the Yaesu FT1000MP MkV,  FP-29 
power supply.  After applying AC power both the 30 and 13.8 voltages 
try to come up but fall back to zero within a very short pderiod of 
time.  Hope it's not the $100.00 LSI chip!
