[1000mp] FP-29 Yaesu Power Supply

Looking for troubleshooting ideas  for a FP-29 Yaesu power supply.  
After applying AC power both the 30 and 13.8 voltages try to come up 
but fall back to zero within a very short period of time.  Hope it's 
not the $100.00 LSI chip.
