I'm not an professional repair technican but with just some logic you=20
must solve your mistake:
Even in bypass or operate the SWR is alway high
Each probe looking same thing. TRX and Amp.
Sure the problem coming after output power. Something between input to=20
output is broken.
When follow this logic for me the problem coming from output relay
For confirm or not what i think you can verify with multimeter controler =

if when amp is in standby RX (take care ! amp off and unpluged from wall =

power socket ) are you continuity between input to output cental pins=20
from PL connectors ?
If probe is something different to 0 you are output relay wrong there.=20
Burning components is perhaps around relay control board.
Another test: place power meter between amp output to dummy load. Apply=20
around 20 watts. If power in external probe were less than from TRX CV=20
or none you sure that power still inside quadra.
