Dave,
It sounds like the PLL is unlocking. If it has the TXCO, you might try 
reseating it on its mounting pins. If it doesn't, try reseating the 
reference unit on its mounting pins. 

If that does work, I fear you might have a slightly more serious problem- 
you might check to see if the 9 volt regulator has died. 

I did a little research and came across this from the CQ-Contest reflector- 
the author is Doug, VE5RA, responding to a similar question from W9WI:
