You were told correctly--the RS232 "standard" has been "winked at" for
years. If I recall correctly the spec--among other things-- called for the
high state to be =>3V and the low state to be =<-3V, with the state
undefined between, and the load impedance was spec'ed at 3 to 7K. It's an
old spec, and it has been rather liberally interpreted by device
manufacturers--many "modern" drivers have insufficient drive capability,
load impedance is whatever and it is not unusual for an "RS232" interface
just not to work. This is particularly true where dedicated interface
devices are not employed, and the interface is incorporated within a complex
device. A solid +/-5V from the driver, able to drive a range of impedances
should be foolproof.

Whenever an RS232 interface appears not to work, levels should be measured,
and/or different 232 receivers tried. The measured levels should be a dead
giveaway.

I had this exact same problem for the better part of a year. Tried many
programs, trouble shot at least three cables (and you do need to use a
straight, NOT a null modem cable). Turns out that the laptop I wanted to use
didn't have the signal levels required by the radio on its serial port pins
- even though the laptop worked fine with everything else I used it on.
Finally hooked up the radio to an older DELL tower computer, and lo and
behold the radio CAT came to life and worked flawlessly - and has continued
to work ever since (with the old DELL).

I was told that it is because the RS-232 standard is somewhat of a
non-standard in its application...

Try a different (old) computer with a standard DB9 serial port connector,
and good luck.
