Hi John,
Not wishing to be perceived as trying to second-guess the FCC, I
nevertheless doubt that the Commission will adopt the proposed ARRL
band-plan. The FCC has been trending towards less enforcement in the ARS
over the past few years (except for egregious infractions); I doubt that
they would wish to expend the resources needed for effective enforcement of
occupied-bandwidth compliance. And as you mentioned, will every US radio
amateur be required to have access to a spectrum analyser to check his
station's compliance status?
The Canadian band-plan is so much more straightforward. Per-channel
transmitted occupied bandwidth (at -26 dBc) is limited to 6 kHz on all HF
bands, with 2 exceptions; 30m (1 kHz) and 10m (20 kHz). These limits are
independent of emission type. There is no band segmentation by emission
type, occupied bandwidth or licence class.
So errant Yaesu rigs can either relocate "north of the border" with their
owners, or be sold to Canadian hams! <g>
