You could simply reduce the value by 3 and check things and then by 4 and
check again. Almost everyone reporting has stated that the change is either
3 or 4. The difference is probably attributable to the fact that the
adjustment is not continuous. 

If you have even an 'uncalibrated' signal generator that you can connect to
the input of the radio through attenuating resistors (so you don't overload
things) you could adjust the attenuation so that the S-meter reads S9. Then
use the same set up after you make the modification to select the reduction
in gain needed.

That should be plenty close enough.
