Thanks to many who replied.  I am slowly working my way  through the problem. 
 An interim status report:
 
1.  The 40 meter high VSWR has been confirmed not to be a  non-40 meter 
signal causing the high reading.  It seems that the antenna  and/or feed to it, has 
a thermal problem.  In the cool morning the antenna  operates normally.  In 
the heat of the afternoon and early evening the VSWR  goes high.  [Cushcraft 2 
element 40 at 70 feet] with coax feedline  switch.  Have not been up tower to 
check for the obvious.
 
2.  The signal dropping in 40 meter receive by 20db or more  seems to be more 
elusive. Seems like a relay but main relays would affect more  than 40.  More 
work to do.
