I wouldn't adjust my IF gain to make the S-meter read correctly.  That's
a rather arbitrary criterion for setting that value (and would only be
correct for one band, and for one setting of "tuned" vs. "flat").
Instead, you should adjust the IF gain to opitimze receiver performance.
The IF gain setting will affect the "hiss" level you hear, and it will
also affect dynamic range.  You want to get the lowest noise level and
the best dynamic range, both of which are a lot more important than
having the S-meter set to some particular value.

I have read that an input of -73 dbm should yield a S-9 on the meter.
I'm
not familiar with dbu. I have the IF gain mod in my Mark V.

With my signal generator at -73dbm I had to reduce my IF gain from 9 to
8 to
reach that value. Even at 8 and with signals of 40 over 9 there's a
slight
bit of overloading.
