I made this comment a few weeks ago.  :)  The answer to this question
depends on what band you are talking about, and whether you have your
radio set for "tuned" or "flat."  And even when you know the magic
signal level for S-9 (for a specific band and preamp condition), you
need to recognize that the dB-per-S-unit below S-9 is VERY compressed.
Instead of 6 dB per S-unit, an S-unit may be closer to 2 or 3 dB, and
falls off very quickly.  If interested, see the very nice article called
"S-Meter Blues" by Greg Ordy, W8WWW.  It includes some 1000MP-specific
data I took on my MP, which will help you understand the situation (at
as measured on my MP).  Just do a Google search for "S-Meter Blues" and
you will find the article.
